Job Overview

The Chief Data Governance Officer (CDGO) will lead IBM’s data governance framework for clients across Liberia, ensuring data quality, privacy, and compliance with both local and international standards. Reporting to the Regional Director of Data Services, the CDGO will design policies, oversee implementation, and collaborate with cross‑functional teams to embed data stewardship into everyday business processes. Key Responsibilities

  • Develop and maintain a comprehensive data governance strategy aligned with IBM’s global standards and Liberian regulatory requirements.
  • Establish data ownership, classification, and stewardship models across client organizations.
  • Lead the creation of data policies, procedures, and controls to ensure data integrity, security, and privacy.
  • Collaborate with legal, compliance, and IT teams to monitor and enforce data protection regulations such as GDPR and Liberia’s Data Protection Act.
  • Implement data quality metrics, monitoring tools, and reporting dashboards to track governance effectiveness.
  • Provide advisory services to clients on data risk assessment, remediation plans, and best practices.
  • Mentor and train internal staff and client personnel on data governance principles and tools.
  • Drive continuous improvement initiatives, leveraging emerging technologies like AI‑based data cataloging.

Required Skills

  • Deep expertise in data governance, data quality, and data privacy frameworks.
  • Strong knowledge of regulatory environments, especially African data protection laws.
  • Proficiency with data governance platforms (e.g., Collibra, Informatica, IBM InfoSphere).
  • Excellent leadership, communication, and stakeholder management abilities.
  • Analytical mindset with the ability to translate complex data concepts into actionable business insights.
  • Project management experience, preferably with PMP or Prince2 certification.

Education

A Bachelor’s degree in Computer Science, Information Management, Data Science, or a related discipline is required. A Master’s degree or relevant certifications (e.g., CDMP, CIPP) are highly desirable and will be considered a strong advantage.

Experience

Minimum of seven years of progressive experience in data governance, data management, or related fields, with at least three years in a leadership or advisory capacity. Experience working with multinational clients or within the African market is preferred.

Salary

The compensation package ranges from SSP 150,000 to SSP 250,000 per month, commensurate with experience and qualifications. Additional performance‑based incentives may be offered.
