About the PROSPECTS IV Programme

Purpose of the Consultancy
Mercy Corps, in partnership with the Liberia Chamber of Commerce (LCC), TRIBE, and UNIDO, is organizing a strategic Public–Private Dialogue (PPD) to identify practical and time-bound reforms that improve Liberia’s business environment.
The consultancy aims to address key challenges faced by Micro, Small, and Medium Enterprises (MSMEs) including:
- Business registration bottlenecks
- Regulatory compliance and standards challenges
- Access to affordable finance and banking services
- Private sector competitiveness and economic growth barriers
- Market systems strengthening and policy reform
The selected consultant will provide technical facilitation, session management, policy writing, stakeholder engagement, documentation, and post-dialogue reporting support.

Key Job Responsibilities
Pre-Dialogue Preparation
The selected consultant will:
- Conduct a rapid desk review of business environment policies and regulatory systems
- Review evidence generated by the PROSPECTS IV Programme
- Conduct Key Informant Interviews (KIIs) with institutions such as:
- Liberia Business Registry (LBR)
- Ministry of Commerce & Industry (MoCI)
- Liberia Revenue Authority (LRA)
- Central Bank of Liberia (CBL)
- Ministry of Finance and Development Planning (MFDP)
- Development partners and standards agencies
Technical Brief Development
The consultant will prepare four pre-dialogue technical documents, including:
- Business Registration Brief
- Regulatory Challenges Note (including standards and cocoa value addition)
- Access to Finance Brief
- Dialogue Background Brief based on market systems evidence
Facilitation & Dialogue Delivery
The consultant will:
- Design facilitation guides and session materials
- Lead plenary sessions and ensure effective time management
- Coordinate policy clinics alongside TRIBE
- Facilitate stakeholder engagement and structured discussions

- Supervise scribing teams and ensure accurate documentation of:
- Key discussions

Post-Dialogue Responsibilities

Reporting & Coordination
The consultant will report directly to the Mercy Corps Programme Lead and work closely with:

- Government institutions and development partners
