Job Overview

The Director of Online Learning will lead the design, development, and implementation of high‑impact digital education programs for the IRC’s Liberia portfolio. This role will oversee a multidisciplinary team of instructional designers, multimedia specialists, and technology partners to create scalable, culturally relevant e‑learning courses that support the organization’s mission. Key Responsibilities

• Develop and execute a comprehensive online learning strategy that aligns with IRC’s education objectives and Liberia’s national curriculum.
• Lead a team of instructional designers, content developers, and technical staff to produce interactive, multilingual courses for primary, secondary, and vocational education.
• Manage the full lifecycle of e‑learning projects, from needs assessment and curriculum mapping to pilot testing, rollout, and continuous improvement.
• Collaborate with local ministries, schools, and community leaders to ensure content relevance, accessibility, and cultural sensitivity.
• Oversee the selection, integration, and maintenance of Learning Management Systems (LMS) and related technologies.
• Monitor and evaluate program impact using data analytics, learner feedback, and performance metrics, producing regular reports for senior leadership.
• Secure funding and manage budgets for online learning initiatives, ensuring cost‑effectiveness and compliance with donor requirements.
• Stay abreast of emerging trends in educational technology, open‑source platforms, and mobile learning to drive innovation.

Required Skills

• Proven expertise in instructional design methodologies (ADDIE, SAM) and adult learning principles.
• Strong technical proficiency with LMS platforms (Moodle, Canvas), authoring tools (Articulate 360, Adobe Captivate), and multimedia production.
• Excellent project management skills, with the ability to lead cross‑functional teams and meet tight deadlines.
• Effective communication and stakeholder engagement abilities, both in English and local languages (English, Kpelle, Bassa).
• Analytical mindset for data‑driven decision making and impact assessment.
• Experience working in low‑resource environments and adapting solutions to limited internet connectivity.

Education

A Master’s degree in Education, Instructional Technology, Educational Psychology, or a closely related discipline is required. Candidates with additional certifications in project management (PMP) or e‑learning development are highly desirable.

Experience

Minimum of eight (8) years of progressive experience in e‑learning design and delivery, preferably within international development or humanitarian contexts. Demonstrated success in leading large‑scale digital education programs in Sub‑Saharan Africa is a strong advantage.

Salary

The position offers a competitive salary range of SSP 2,500,000 to SSP 4,000,000 per month, commensurate with experience and qualifications. Additional performance‑based incentives may be provided.
