Key Job Responsibilities

Monitoring, Evaluation, Accountability & Learning (MEAL)

The MEAL Manager will:

• Develop and manage the project MEAL framework, Theory of Change, logical framework, and performance indicators.
• Design and implement baseline studies, assessments, monitoring systems, and evaluation plans.
• Develop qualitative and quantitative data collection tools and methodologies.
• Establish strong data quality assurance systems, reporting mechanisms, and donor compliance frameworks.
• Conduct data quality assessments (DQAs) and monitor project indicators to support evidence-based decision-making.
• Coordinate mid-term and final project evaluations, including consultant engagement and reporting.

Data Management & Reporting

• Maintain reliable and secure data management systems ensuring integrity and accessibility.
• Prepare technical reports, donor progress reports, project performance summaries, and analytical insights.
• Collaborate closely with ILO Monitoring & Evaluation Experts and implementation partners.
