About the Project

Catholic Relief Services (CRS) Liberia is implementing the AQUARISE Project to improve water access, sanitation systems, and climate-smart infrastructure solutions in Liberia. The initiative focuses on strengthening water service delivery through sustainable infrastructure, digital governance systems, and resilient community-based water supply projects.

Project Overview

CRS invites qualified and experienced construction companies to submit proposals for the construction of two Mini Stand-alone Water Supply Systems aimed at improving access to safe water for more than 12,000 residents in Montserrado and Margibi Counties.

  • Construction of one 12,000-gallon Mini Stand-alone Water Supply System in Jacob Town Rehab Community, Montserrado County
  • Construction of one 6,000-gallon Mini Stand-alone Water Supply System in Weala, Margibi County
  • Site clearance and excavation works
  • Pipeline installation and trenching activities
  • Reinforced concrete and structural construction works
  • Plumbing and water system installation
  • Environmental health and safety compliance implementation
  • Testing, commissioning, and handover of completed systems

Eligibility Requirements

Interested bidders must provide:

  • Valid business registration documents
  • Tax clearance certificate or equivalent
  • Ministry of Public Works construction certification
  • Association of Liberian Construction Contractors certification
  • Public Procurement and Concessions Commission certification
  • Audited financial statements for the last three years
  • Evidence of relevant construction experience
  • WASH sector clearance certificates
  • Bid security guarantee of USD 10,000

Experience Requirements

Applicants must demonstrate:

  • Minimum annual construction turnover of USD 500,000 within the last five years
  • Successful completion of at least three construction contracts valued at USD 100,000 or more
  • At least one completed mini stand-alone water supply system construction project
  • Proven experience in water infrastructure and civil engineering projects

The project team should include qualified professionals such as:

  • Community Engagement Officer
  • Environmental Health and Safety Officer

All proposed personnel should possess relevant bachelor’s degrees and practical construction project experience.

The selected contractor will be responsible for:
