Opportunity Overview

Education Development Center is seeking proposals from eligible Disability Inclusion Partners (Organizations of Persons with Disabilities registered in Liberia) to support the Leaders in Teaching (LIT) program. The assignment focuses on strengthening inclusive education systems in secondary schools and teacher training institutions across Liberia.

The initiative is part of the Mastercard Foundation-supported LIT program, implemented in partnership with the Ministry of Education and other stakeholders to improve teacher training, leadership, and learning outcomes while ensuring equity for girls, rural learners, refugees, and youth with disabilities.

Program Background

The LIT initiative aims to transform secondary education across Africa by improving teaching quality, leadership, and learning systems. In Liberia, the program focuses on inclusive education reforms to ensure equitable access for marginalized groups, particularly youth with disabilities.

Purpose of the RFP

To engage a qualified Disability Inclusion Partner to:

  • Integrate disability inclusion across all LIT education activities
  • Strengthen inclusive education practices in secondary schools
  • Improve accessibility and learning environments for learners with disabilities
  • Support systemic education reforms and teacher training frameworks
  • Ensure equitable participation of girls, rural learners, and marginalized youth

Scope of Work

Policy and System Strengthening

Support the Ministry of Education and LIT partners in developing inclusive education policies; provide technical input into teacher training frameworks; strengthen coordination among stakeholders; and support integration of disability inclusion into national education systems.

Teacher & School Leadership Capacity Building

Develop and support training modules on inclusive education; review teacher training curricula for disability inclusion gaps; support mentorship programs for school leaders; contribute to virtual coaching and peer learning initiatives; and ensure inclusion of youth with disabilities in education decision-making.

Community Engagement & Advocacy

Conduct awareness campaigns to reduce stigma and barriers; strengthen community-based inclusion structures; support local advocacy initiatives; and improve access to education for youth with disabilities.

Learning, Monitoring & Reporting

Capture lessons learned on disability inclusion; support quarterly reporting; facilitate knowledge-sharing workshops; and provide evidence-based recommendations for system improvement.

Duration

14 months (with possible extension based on performance and funding availability).

Eligibility Requirements

Applicants must:

  • Be legally registered in Liberia
  • Be an organization of persons with disabilities (OPD)
  • Have valid tax compliance and legal documentation
  • Demonstrate experience in inclusive education and disability programming
  • Have capacity to engage with government and education stakeholders
  • Show experience working with marginalized and rural communities

Budget Range

Estimated contract value: USD $25,000 – $30,000 (subject to funding availability).
