1. Project Background

The PSD Liberia project aims to strengthen Liberia’s economic growth by improving competitiveness, inclusivity, and sustainability of key value chains—particularly cassava, fisheries/aquaculture, and wood processing. The aquaculture component focuses on improving fish farming productivity, market access, and sustainable practices while promoting inclusion of women, youth, and persons with disabilities.


2. Position Purpose

The Aquaculture Officer will lead the planning, coordination, and technical implementation of aquaculture activities under the PSD Liberia project. The role ensures effective value chain development, stakeholder coordination, capacity building, and monitoring of aquaculture interventions to enhance productivity, sustainability, and market readiness.


3. Key Responsibilities

A. Technical & Programme Implementation

  • Plan, coordinate, and implement aquaculture interventions in Liberia.
  • Develop training materials on production, business, and cross-cutting themes.
  • Supervise aquaculture technical teams and provide field-level support.
  • Promote innovative and climate-smart aquaculture practices.
  • Ensure quality implementation of field activities across intervention areas.

B. Capacity Building & Training

  • Deliver training to farmers, cooperatives, MSMEs, and producer groups.
  • Support organizational development of aquaculture enterprises.
  • Conduct workshops, demonstrations, and exposure visits.
  • Strengthen business management and value addition skills.

C. Stakeholder Coordination & Policy Support

  • Support coordination with government institutions (NaFAA, MoA, MOCI, etc.).
  • Facilitate multi-stakeholder platforms and sector dialogue.
  • Build partnerships with public and private sector actors.
  • Strengthen value chain collaboration and networking.

D. Monitoring, Evaluation & Learning

  • Monitor project implementation and ensure quality standards.
  • Collect and analyze data for reporting and decision-making.
  • Integrate gender, youth, disability, and climate considerations.
  • Document lessons learned, best practices, and innovations.
  • Support baseline, midline, and endline studies.

E. Market Systems & Business Development

  • Support market-driven aquaculture interventions.
  • Improve competitiveness of MSMEs and fish farmers.
  • Strengthen access to markets and business opportunities.
  • Support grant and seed funding management processes.

4. Required Qualifications

Education

  • Master’s degree in Aquaculture, Agribusiness, Development Studies, or related field.

Experience

  • Minimum 5 years in aquaculture, value chain, or market systems development.
  • At least 3 years in donor-funded development projects.
  • At least 2 years in training farmers, cooperatives, or MSMEs.
  • Experience coordinating technical teams.
  • Strong field experience in Liberia (mandatory).

5. Skills & Competencies

  • Strong knowledge of aquaculture value chains and market systems.
  • Excellent training and facilitation skills.
  • Strong stakeholder and partnership management abilities.
  • Good reporting and analytical skills.
  • Knowledge of Liberian institutions (NaFAA, MoA, LiSA, etc.).
  • Strong communication in English (written and spoken).
  • Ability to work independently and under field conditions.
