Job Summary

CRS is seeking an experienced and detail-oriented Senior Finance Officer to support financial management activities under the REACH Malaria Project in Liberia. The successful candidate will oversee accounting operations, budgeting, financial reporting, compliance monitoring, audit preparation, and financial risk management in accordance with CRS policies, US Government regulations, and Generally Accepted Accounting Principles (GAAP).

This position is ideal for finance professionals with strong NGO accounting experience and knowledge of donor-funded project management systems.


Key Responsibilities

Financial Management & Compliance

  • Manage project financial processes in compliance with CRS policies and USG regulations
  • Ensure adherence to Generally Accepted Accounting Principles (GAAP) and donor guidelines
  • Support financial planning throughout project implementation and close-out stages
  • Maintain accurate accounting systems and financial documentation

Budgeting & Financial Analysis

  • Develop and monitor project budgets and expenditure forecasts
  • Analyze financial reports and support data-driven decision-making
  • Track spending against approved project budgets and obligations
  • Identify and mitigate financial risks within the project

Reporting & Audit Support

  • Prepare accurate financial reports for project stakeholders and management
  • Maintain reliable audit trails and supporting documentation
  • Support internal and external audit processes
  • Lead corrective actions for audit findings and recommendations

Capacity Building & Team Support

  • Conduct financial management training for staff and partners
  • Strengthen staff understanding of donor compliance requirements
  • Support procurement and payment processing activities
  • Review travel expense reports, payment vouchers, and reconciliations

Education Requirements

Applicants must possess:

  • Bachelor’s Degree in Accounting, Finance, Economics, Business Administration, or related discipline
  • Professional accounting qualification such as CPA, ACCA, or equivalent preferred
  • Master’s Degree in Accounting, Finance, or Business Administration is an added advantage

Experience Requirements

  • Minimum of five years of experience in finance or accounting roles with similar responsibilities
  • Previous experience working with international NGOs and US Government-funded projects preferred
  • Strong understanding of USG rules and regulations including FAR Part 731 Contract Cost Principles
  • Experience in budgeting, financial reporting, audit support, and donor compliance management
